China RoHS Supporting Standard SJ/T 11364-2014 to be Enforced Soon

SJ/T 11364-2014 Marking for the Restriction of the use of Hazardous Substances in Electrical and Electronic product , one of the important supporting standards for China RoHS, will become effective on and from Jan 1st, 2015. Compared with the 2006 edition, the new standard has the following main changes:

1. Name and scope of the standard is changed into “Electrical and Electronic Products” from “Electronic Information Products” in the 2006 edition, and “Pollution Control” is revised to “Restriction of Hazardous Substances”;
2. Add instruction to the logistics process;
3. Delete the GB 18455 Packaging Recycle Mark in the normative references;
4. Add terms and definitions of “electrical and electronic product”, “hazardous substance” and “logistics”, and deleted the terms and definitions of “electronic information product”, “toxic and hazardous substance”, “producer”, “importer” and “packing materials” in the 2006 edition;
5. Add clause that the electrical and electronic products with display can use digital format for labeling;
6. Delete requirement for labeling of the name of packing materials.

The above changes of SJ/T 11364-2014 indicate that the now under amendment China RoHS (Administrative Measure on the Control of Pollution Caused by Electronic Information Products published in 2006, the new edition is expected to be issued in 2015) will also have revisions in its control scope:

• Control scope of the old Administrative Measure: electronic information products, and the finished products include only computers, displays connected with computers, printing devices, televisions, mobile user terminals and telephones,etc;
• Control scope of the new Administrative Measure: expected to be extended to nearly all electrical and electronic products, which are devices and supporting products that are depended on electricity or electromagnetic field to work properly, or for the purpose of generating, transmitting and measuring electricity or electromagnetic field, and with rated operational voltage of direct current no more than 1500V or alternating current no more than 1000V.

From these changes, it can be seen the China RoHS is taking another step to try to keep align with the international market, which will have great influence on China’s electrical and electronic product industry.
